MHRSD Increases Saudization to 25% for Engineering Professions

The Ministry of Human Resources and Social Development (MHRSD) has issued a procedural guide increasing the localization (Saudization) requirements for private sector engineering professions. Effective from July 2025, the required ratio will rise to 25%.

Professions Impacted

The decision covers all engineering professions classified under the "Engineering Specialists" group in the National Classification of Occupations. This includes:

  • Civil Engineers
  • Mechanical Engineers
  • Electrical Engineers
  • Architects
  • Project Managers (Engineering focus)

Minimum Salary Threshold

To count towards the Saudization ratio, the Saudi engineer must receive a Minimum Wage of SAR 7,000 per month and be accredited by the Saudi Council of Engineers.

Companies failing to meet these new quotas will face blocks on Ministry services, including visa issuance and renewals.
